Permission based web management system.

I am trying to build a web portal for my portfolio, my app will be a task management system, where manager will have access to every task and he can assign tasks to his team, whereas team members can only access their relevant section. What should be the appropriate approach? I have only worked on serving static content previously. Do i need to develop or use a third party resource and access management system for it. Or there is any other approach to it. TIA
