A lot of people suggest to set ignore-scripts to true. But... how do i actually use my package scripts after i've downloaded them?

Like the title says, a lot of people heavily suggest the command npm config set ignore-scripts true for npm to potentially prevent malicious scripts from being run. But trying any sort of package command like npm run or npm dev just silently fails. Am i missing something obvious trying to use the package i just downloaded?
