How to send only 3 email every 24 hours for user email verification and prevent from sending too much of emails?

Hi, How I can prevent my application from sending multiple emails verification and send only 3 emails every 24 hours and say if user request more than three within 24 hours "maximum email verification has sent to x account and please try getting new email verification in next y hours"I'm using the AWS sea for sending emails.How to implement this with nodejs? Thanks : )
