OAuth2 client table, "deleted_at"

I have a couple of misconceptions about OAuth2 which stems from just not understanding it the technical/practical part of it.I have an oauth_clients SQL table and here I have the necessary columns including id,secret and deleted_at.My first question is, how many rows should this table have? The info I found online made it seem like only one was necessary and this data will be used by all of the users to get tokens. What I did is, I found two numbers and encoded them to use as id and secret.My second question comes from the error I am getting right now. "deleted_at" has a not-null constraint which to me makes no sense since it can only be assigned a value(in my mind) after it has been "deleted". What should I do about this?
