Is it possible to make a script to play some sound whenever there's no audio being played by the system?

I did a little search and got back some packages such as 'naudiodon', 'node-core-audio' and 'jsaudio', for example.Being a beginner I'm not able to find out right away if any of these are able to do what I need.I think I'll need to access the soundcard. All I want is a script to check if there's any sound being played and if not play some provided files.Edit: not sure if it would make a difference but I would also like to be able to pause the sound played by the script whenever another audio starts to play.
