Is there a package for listening to changes in processes on a linux server?

One that lets me subscribe to node services created. So that my dashboard can get updated if a web service is being created on the server or if a process is being closed.Otherwise how do I catch the standout of the process files?Let me know if I am tackling this completely wrong.
